Administrative guidelines

In its meeting on July 30, 2008, the Rectorate adopted the following administrative guidelines for university sports at the Rheinische Friedrich-Wilhelms-Universität Bonn:

§ 1 Legal status

University Sports at the Rheinische Friedrich-Wilhelms-Universität Bonn is a central operating unit of the Rheinische Friedrich-Wilhelms-Universität Bonn in accordance with § 29 para. 2 HG.

§ 2 Tasks

(1) University Sports provides services to fulfill the tasks of the Rheinische Friedrich-Wilhelms-Universität Bonn in accordance with § 3 para. 5 sentence 5 HG by providing sports activities for the members and affiliates of the Rheinische Friedrich-Wilhelms-Universität and other universities in Bonn, insofar as this is regulated by corresponding agreements.

(2) University Sport has the task of organizing and carrying out a range of sporting activities that includes health, mass and competitive sporting events. It participates in scientific research in university sports in cooperation with the relevant institutions of the university. It participates in the training and further education of the instructors employed in university sports.

(3) University Sport fulfills planning and administrative tasks in connection with the construction or procurement, use and maintenance of sports facilities, equipment and facilities, taking into account other administrative responsibilities.


§ 3 Management

(1) The Head of University Sports is appointed by the Rectorate and is a full-time employee of the Rheinische Friedrich-Wilhelms-Universität Bonn.

(2) The head of university sports is responsible for the fulfillment of the tasks of university sports in accordance with § 2 as well as for the appropriate use of the assigned employees and the use of personnel, material and financial resources, sports facilities, facilities and equipment made available to university sports. This does not affect his or her responsibility towards any third-party sponsors. It prepares an annual report for submission to the Rectorate. He/she represents university sports in university sports-related committees within and outside the Rheinische Friedrich-Wilhelms-Universität Bonn.

(3) The Head of University Sports decides on admission to participation in University Sports. He/she shall take appropriate measures (such as random checks) to ensure that the provisions of these administrative guidelines and in particular §§ 5 and 6 are complied with.

(4) The head of University Sports shall exercise domiciliary rights in the sports facilities and University Sports facilities on behalf of the Rector to a limited extent.


§ 4 Finance

(1) University sports are financed by

  • participant fees
  • other third-party funds
  • Allocations from the state of NRW
  • allocations from central university funds
  • grants and other income.

(2) The Rheinische Friedrich-Wilhelms-Universität Bonn shall provide the basic equipment for university sports in accordance with the financial situation by financing the permanent positions of university sports and providing sports facilities, facilities and equipment within the scope of budgetary possibilities.


§ 5 Admission to participate in university sports

(1) Students of the Rheinische Friedrich-Wilhelms-Universität Bonn are generally admitted to participate in university sports.

(2) Other members and affiliates of the Rheinische Friedrich-Wilhelms-Universität Bonn are admitted to participate in university sports for one semester against payment of a fee and receive a semester card as proof, which is only valid in conjunction with proof of status (proof of employment, guest auditor's license or similar).

(3) Other persons may be admitted to participate in university sports for one semester at a time against payment of a fee within the scope of the available capacities if they are closely associated with the university (external persons). This includes, in particular, spouses of members or relatives, former students of the Rheinische Friedrich-Wilhelms-Universität Bonn, members of the University Society and students of other universities. A semester card is issued as proof of admission, which is only valid for external students who are not students in conjunction with the external student ID card. The external student ID card is issued at the University Sports Office and requires the signing of a declaration of participation for external students. There is no legal entitlement to admission.

(4) The provisions of § 6 para. 2 and 3 remain unaffected.


§ 6 Participation in university sports

(1) Participation in university sports within the meaning of these administrative guidelines includes participation in sports courses and other university sports events as well as the use of sports facilities, university sports facilities and equipment.

(2) Participation in university sports requires admission in accordance with § 5 and takes place within the framework of a contractual relationship under private law between the Rheinische Friedrich-Wilhelms-Universität Bonn and the respective user.

(3) Cost-covering fees shall be charged for participation in certain university sports events and for the use of certain university sports facilities, equipment and devices.

(4) The amount of the fees to be paid in each case as well as the payment and other contractual modalities are determined by the sports program of university sports valid for the respective semester.

(5) During participation in university sports, the student ID card or proof of status or external student ID in conjunction with an official photo ID and, if applicable, the semester card as well as proof of payment (participation ticket) for chargeable events must be carried and shown to the supervisory staff or the exercise instructor on request.

(6) During participation in university sports, the instructions of the supervisory staff and the exercise instructors must be followed at all times.


§ 7 Entry into force

These administrative guidelines are published in the official announcements of the Rheinische Friedrich- Wilhelms-Universität Bonn and come into force on the day after publication, but no earlier than October 1, 2008.
